Professional Qualifications in Spain
In order to exercise the profession of Civil Engineer at either of its two levels of qualification (Ingeniero de Caminos and Ingeniero Tecnico de Obras Publicas) it is obligatory to be registered with their corresponding institution:
- “Colegio de Ingenieros de Caminos, Canales y Puertos” (for Chartered Civil Engineers) or
- “Colegio de Ingenieros Técnicos de Obras Públicas” (for Incorporated Engineers and Engineering Technicians).
In practice, there are many Spanish civil engineers that exercise their professional responsibilities without being registered with the institution, although this precludes them from signing any document related to a public administrative procedure.
Not being registered does not necessarily mean you will not be able to find an employer, but most civil engineering companies -consultants or contractors- prefer to employ registered professionals so their CVs can be used in a wider range of jobs.
Registration requires the applicant to hold specific professional qualifications (do not confuse with academic qualifications). For example, when applying for membership at Colegio de Caminos the applicant must have their professional qualifications "recognised" as equivalent to Ingeniero de Caminos, and this again requires CEng qualification in the UK as a minimum. The governing body for Civil Engineering recognition in Spain is Ministerio de Fomento, who requests an eligibility report from the Institutions (Colegios) whenever an application is made.
There is currently a Mutual Exemption Agreement (MEA) with Colegio de Ingenieros de Caminos by virtue of which an applicant who is CEng MICE will automatically be given a positive eligibility report to their application for recognition, although the contents of this agreement are currently under review due to the latest changes in recognition policies in Spain, as a result of the Bologna process implementation and the enforcement of EU Directive 2005/36 in October 2007. It is recommended that you contact your ICE Local Representative before you apply for recognition.
